- Any research center with a social focus (governmental, non-profit, or private) has the right to join the Council’s membership upon agreeing to the Council’s terms.
- Each member has the right to submit proposals to the Council Secretary for discussion, provided they align with the Council’s mission and objectives.
- Council membership is permanent, except in cases where a center submits a request to withdraw from the Council or fails to comply with the Council’s regulations and decisions.
