Establishment
The National Center for Social Studies and Research works to strengthen values and principles and promote positive social phenomena by monitoring and studying social issues, providing solutions and recommendations to government entities, and supporting developmental policies and plans. It also aims to serve as a center of expertise and an observatory for social phenomena, organizing seminars and conferences, and developing strategies that safeguard quality of life and keep pace with future changes.
Social values serve as the fundamental regulator and standard for the behavior of individuals and society, as well as a key source of their growth and development. This underscores the need for a guiding framework that directs both individuals and the community. These values are rooted in safeguarding society against any destructive changes that could undermine its readiness and effectiveness, while enhancing and developing societal capabilities based on constructive values that align with national visions and contribute to building the national economy.
In line with the Kingdom’s efforts to promote intellectual, developmental, and human values, the Council of Ministers issued Resolution No. (220) dated 7/7/1433 AH, approving the establishment of the National Center for Social Studies and Research. According to Article One of the Royal Decree, “The National Center for Social Studies and Research is an independent legal entity affiliated with the Minister of Human Resources and Social Development, headquartered in Riyadh.”
The Center contributes to strengthening sound values and principles that elevate society, promoting modern positive social phenomena, and finding solutions to negative ones. In today’s world, values and principles are rapidly evolving amid continuous changes across all aspects of social life.
The Center monitors, studies, and analyzes phenomena that affect social and family affairs through diverse and advanced methodologies. It provides solutions and recommendations, offering relevant government entities clear scientific results, statistics, and outputs that can be utilized in formulating policies, plans, and decisions related to various aspects of social development to achieve sustainable solutions.
The Center also aims to play an active role in setting standards and formulating strategies that protect the quality of social life in Saudi society, keeping pace with the latest social developments, identifying the best ways to measure emerging social phenomena, and responding to future changes. Furthermore, it addresses challenges faced by professionals in the social field by supporting and training them, organizing scientific seminars, and holding conferences and workshops at both local and regional levels.
Based on these efforts, the National Center for Social Studies and Research aspires to become a national hub of expertise — a comprehensive observatory for social statistics, surveys, and scientific studies — providing recommendations founded on a strategic perspective that strengthen the social and family fabric, and advance policies and systems that promote societal well-being.
