Based on Cabinet Decision No. (220) dated 7/7/1433 AH, approving the organization of the National Center for Social Studies and Research, and noting that Article Three, paragraph (7) regarding the Center’s tasks and responsibilities states: “Providing scientific and technical consulting services to public and private social institutions to improve and develop their services,” and paragraph (10) of the same article states: “Cooperating with research and study centers specialized in social affairs,” the Center has sought to adopt the idea of establishing a Coordinating Council for entities concerned with social research.

1. Coordinating among entities concerned with social research to exchange expertise and ideas that serve the social field.
2. Coordinating the development of national social indicators and reports.
3. Proposing and coordinating scientific courses and meetings for specialists in the social field.
4. Proposing policies and procedures aimed at developing matters related to social affairs in the Kingdom.
5. Proposing national social research priorities and coordinating among entities in their implementation.
6. Establishing a unified database of experts and social research across all entities concerned with social research.
7. Building an interactive platform shared by all concerned centers and accessible to all researchers to exchange information on completed and future research topics.
8. Creating a database of distinguished researchers and their specific specializations for use in all research centers.
9. Proposing a set of ethical standards for social research and studies.
10. Proposing a mechanism to classify centers according to the size of their activities, their budget, their credibility, and the representation level of their head.

• Creating an interactive website containing information about all entities participating in the Council and showcasing their activities and various programs.
• Establishing databases for all research, studies, and reports issued by social research centers.
• Exchanging scientific expertise, publications, and other outputs of the members.
• Supporting participation in events and activities organized by Council members.
• Coordinating the organization of specialized training courses and workshops serving social researchers.
• Collaborating in subscribing to certain databases or scientific research institutions.
• Providing support and advice in structuring and developing research centers.
• Monitoring key recommendations from studies and workshops on social issues with relevant entities.
• Preparing an annual report on the work and activities of the Council.

• The Coordinating Council is composed of a Chairperson, who is the Director General of the National Center for Social Studies and Research, and a Vice-Chairperson and Secretary-General elected by the Council.
• Council members consist of directors of governmental and non-governmental research centers.
• Membership for research centers is granted after signing a Memorandum of Understanding with the Coordinating Council (or by submitting a membership application form), and the Council’s approval of the membership is required after signing a commitment to abide by the Council’s regulations and decisions.
• The Council meets at least twice a year or as needed, at a location determined by the Chairperson. The National Center for Social Studies and Research organizes the meetings, preparing an agenda for each meeting that is sent via email to all members at least ten days in advance.
• The Council forms a permanent Executive Committee, which studies all matters referred to it by the Chairperson and submits its recommendations, as well as implements the decisions made by the Council.
• The Coordinating Council also establishes smaller subcommittees to study important topics, which are then submitted to the Chairperson and presented to the members during the regular meetings.

• Any research center with a social focus (governmental, non-profit, or private) has the right to join the Council’s membership upon agreeing to the Council’s terms.
• Each member has the right to submit proposals to the Council Secretary for discussion, provided they align with the Council’s mission and objectives.
• Council membership is permanent, except in cases where a center submits a request to withdraw from the Council or fails to comply with the Council’s regulations and decisions.
